HELP german shepherd pup,testicle didnt drop yet

I have an awsome 8 month old German Shepherd "Hercules" One of his testicles still has'nt dropped yet.I know he will need surgery to remove it from his stomach or were ever it is.But when I should do this is my ?   I hear from some vets that it should be done before he is a year old. But my breader along with other GS owners who have had this procedure done to thier dogs say i should wait. It has dropped in 1 dog at about a year old.The vet couldnt feel it at all and thinks it wont drop. I'm thinking of waiting till he is just over a year as to give him a chance of it dropping and not have to go threw a tuff rehab.But I hear it can become cancerous and that is why it should be done before a year old. sharing any knoledge of this with me would be greatly appreciated.  THANK YOU
